SAN FRANCISCO—The site of a former San Francisco shipyard will be transformed to an international center focusing on green technology and global warming under a proposal by the city and the United Nations.

Mayor Gavin Newsom and a UN official unveiled the proposal today, saying it would be called the U.N. Global Compact Center and will have facilities intended to spawn clean tech businesses.
