If you are using Windows Server as your primary development OS like me and was wondering where is the Desktop Experience feature in Windows Server 2012, it is actually hidden under the User Interfaces and Infrastructure feature. Just expand that and you should see it.
Take note that after installing Desktop Experience, your Windows will boot to the Start Screen and not directly to the desktop anymore.
